Company Setup Services for Saudi Arabia & Dubai

We form and operate companies in Saudi Arabia and Dubai for international founders, investors and multinational groups. Twelve years in, our view is simple: the licence is the easy part. Getting banked, staffed and compliant is where setups succeed or quietly stall, so that is what we build for.

Delivered from our own offices in Riyadh and Dubai, not through a referral chain.

Outcome

From Setup to Operational Readiness

A CR or trade licence on its own earns nothing. The measure we work to is different: can you hire, invoice and receive payment? That means the licence, then the government registrations, then the bank account and the first employee visa, run as one project with one owner. Companies that treat these as four separate purchases lose months between vendors.

1. Our Company Setup Services

Everything below sits under one team, because in practice each piece blocks the next.

Licensing & Formation

  • • Activity scoping and licensing strategy aligned to your revenue model.
  • • Mainland and free zone formation options (UAE) and investment licensing pathways (Saudi).
  • • Branch vs subsidiary analysis and group structuring support.
  • • Corporate governance drafting support (AoA, resolutions, delegations, signatory plans).

Government Relations (GRO/PRO)

  • • End-to-end submissions and portal management.
  • • Renewals, amendments, and corporate changes (owners, managers, activities, addresses).
  • • Sector-specific regulatory coordination (where applicable).
  • • Clear process ownership to reduce delays and friction.

Visas, HR & Operational Onboarding

  • • Visa pathway planning and onboarding coordination.
  • • HR outsourcing, payroll setup, and operational readiness support.
  • • Employer of Record (EOR) and outsourced payroll management where required.
  • • Relocation and concierge support for executives and teams.

Ongoing Compliance Management

  • • Corporate secretarial and governance support.
  • • Tax/VAT readiness coordination and compliance calendars.
  • • Renewals, amendments, and regulatory reporting support.
  • • Compliance management designed for long-term stability.

The Incorporated Difference

One team, on the ground, accountable for the whole sequence. When something stalls at a ministry or a bank, you have one number to call and it gets chased that day.

Get Started

2. Company setup in Saudi Arabia

Saudi Arabia rewards preparation. The MISA registration, CR and the portal registrations that follow each depend on documents being right the first time, and we run this sequence from Riyadh weekly.

Common setup routes:

  • Subsidiary formation
  • Branch registration
  • RHQ Program & Special Economic Zones

Scale with confidence

We pick the activity codes and capital position for what you will invoice in year one, not what forms fastest, because amendments cost more than getting it right.

3. Company setup in Dubai

Dubai forms companies in days. The real work is choosing between mainland and the right free zone for your activity, then getting the bank account open, which is where most DIY setups get stuck.

Strategic options:

  • Mainland (Onshore operations)
  • Free Zones (Sector specific)
  • Group Architecture

Operational readiness

Banking readiness packs, KYC narratives, office solutions, and visa planning included.

4. GCC Connectivity & Global Expertise

In the Gulf, the practical difference between a three-week bank account and a three-month one is often whether your adviser is known to the compliance team reviewing the file. Twelve years of files across Saudi Arabia and the UAE means ours are.

GCC Reach

Trusted partners and execution pathways across Saudi, UAE, and the wider Gulf.

Global Bridge

Cross-border structuring, governance discipline, and investor-ready documentation.

Long-Term Partner

Beyond setup: compliance management, HR/payroll support, and operational outsourcing.

5. Our Setup Process

Four stages, and the second one is where timelines are won or lost.

1

Strategy & Licensing fit

Define business model, intended activities, and optimal route (Saudi, Dubai, or Dual-track).

2

Documentation & Governance

Resolutions, POAs and signatory plans drafted against the full downstream checklist, then legalised once. Re-attesting a corrected resolution costs weeks, so we make sure there is nothing to correct.

3

Formation & Registrations

Formation workflows, government files activation, and premises alignment.

4

Operational Onboarding

Visas, HR readiness, payroll setup, banking readiness pack, and compliance calendar.

Speak to an Expert

6. FAQs

Common questions from international founders and multinational groups.

Do you support both setup and ongoing compliance? v
Yes, and most clients stay with us after formation precisely because the renewals, amendments and payroll deadlines never stop. The entity we set up is the entity we keep in good standing, on one compliance calendar with one monthly report.
Can you help us hire before incorporation is complete? v
Often, yes. Our Employer of Record service hires your people onto our books while the entity is still forming, then transfers them across once your own registrations can sponsor them. It works well for a first country manager or a small launch team; we will tell you when it does not fit the role.
What do you need from us to start? v
One page is enough: what you sell, to whom, who owns the company, whether the target is Saudi Arabia, Dubai or both, and how many people you plan to hire in year one. From that we come back with a recommended route, a document list and an honest timeline, usually within a few working days.
