When Dubai EOR is the right first move
The typical caller has found their UAE country manager and is losing them to a counter-offer while the mainland-versus-free-zone debate drags on. EOR ends that standoff. We onboard the hire under our UAE establishment with a MOHRE contract and WPS payroll from month one, and the structure decision can take the time it deserves.
We will also tell you when to skip it. If you need to lease premises in your company's name, bid on mainland tenders or hold inventory under your own licence, EOR does not get you there. Those need your entity. EOR covers the people cost while everything else settles.
How UAE employment actually gets done
Dubai looks fast until a missing MOHRE contract or WPS rejection delays payroll. Our sequence for a typical mainland-structured hire:

1. MOHRE offer letter and contract
Standard UAE contract with basic salary, allowances, and job title aligned to the establishment's activity. MOHRE rejects mismatched titles more often than clients expect.

2. Work permit and entry (if required)
Quota checked against our establishment card. New entry permits, change-of-status, or transfer from another UAE sponsor each follow a different path.

3. Medical and Emirates ID
Medical fitness test and biometrics. Candidates already in UAE on a visit visa need status change handled before medical.

4. Labour card and WPS activation
Monthly salary paid through a WPS-compliant bank file. MOHRE fines employers who miss WPS uploads or pay below contract.
Free zone employees follow their zone's rules, but WPS and visa mechanics are similar. We confirm which establishment sponsors the hire before we quote, because mainland and free zone quotas are not interchangeable.
Realistic timelines (Dubai/UAE)
- UAE national or UAE resident already on a transferable visa: often one to two weeks to contract and payroll.
- Candidate outside the UAE: often three to six weeks for entry permit, medical, Emirates ID, and labour card.
- Visit visa inside UAE: add change-of-status steps; plan two to four weeks if documents are ready.
These are operational ranges we plan against, not marketing promises. Delays usually come from incomplete degree attestation or a previous employer not releasing the visa.
