Unlike most international F&B entries into Saudi Arabia — which license the brand to a local franchise group — the founders wanted to own and operate their first Kingdom location directly, preserving control over the guest experience, supply chain and unit economics.
Direct foreign ownership of a restaurant operation is fully achievable in Saudi Arabia, but it demands a deeper regulatory build than a franchise: the foreign entity itself must hold the commercial registration, municipal licences, food-safety approvals and the labour file. The group engaged Incorporated to deliver the complete stack.
Dammam's dining economy comes of age
The Eastern Province is the Kingdom's industrial and energy heartland, with high disposable income, a large expatriate professional community and a dining-out culture accelerating alongside entertainment-sector liberalisation. Dammam's waterfront regeneration and new retail destinations have created premium F&B locations that did not exist five years ago.
The group's site analysis — supported by Incorporated's market intelligence — identified a flagship location in a new lifestyle development. The lease clock started ticking immediately, making regulatory speed a direct financial variable: every month of licensing delay was a month of rent without revenue.

Incorporated managed the corporate and regulatory workstream on the same critical path as the client's fit-out contractor, so authority inspections landed the moment the site was physically ready for them.
Incorporated secured the MISA licence for foreign investment in F&B operations and incorporated the Saudi LLC with restaurant and catering activity codes. CR issuance, Chamber membership, ZATCA, GOSI and HRSD registration followed immediately, and the lease for the Dammam site was executed under the new entity and registered on Ejar.
Through the Balady platform, Incorporated processed the Eastern Province Municipality (Amanah) commercial activity licence for the site, coordinated the health requirements for food-handling premises, and managed the Civil Defense fire-safety approval against the fit-out drawings — flagging two kitchen-suppression design issues to the contractor before they became failed inspections.
Work visas were processed for the head chef and operations manager, with health certificates obtained for all food-handling staff. The supply chain was structured with SFDA-compliant sourcing for imported ingredients, and the Saudization plan balanced expatriate kitchen specialists with Saudi front-of-house hiring — keeping the entity within its Nitaqat band while meeting service standards.
Final municipality and Civil Defense inspections were passed on first attempt, the point-of-sale and ZATCA e-invoicing (Fatoora) integration was certified, and delivery-platform onboarding was completed. The restaurant served its first covers in month six, with Incorporated retained for ongoing licence renewals and compliance management.
