A generics specialist facing a localisation imperative

Our client is a mid-sized European pharmaceutical group manufacturing generic and branded-generic medicines for hospital and retail channels. The group had supplied the Saudi market through a local distributor for over a decade, with the Kingdom representing its largest single export market in the region.

Saudi Arabia's procurement landscape changed the calculus: government purchasing through NUPCO increasingly favours locally manufactured products, and the national localisation programme offers pricing preferences, faster registration pathways and volume commitments to manufacturers producing inside the Kingdom. Remaining an importer meant progressively losing tenders to localised competitors.

Pharma localisation under Vision 2030

Healthcare is one of Vision 2030's priority localisation sectors. The combination of NUPCO's centralised procurement, SFDA's support for local manufacturing registration, and industrial incentives through MODON and the Saudi Industrial Development Fund has triggered a wave of pharmaceutical plant announcements. For established exporters, the window to localise ahead of tender-cycle lock-in is finite.

The group's board approved a phased localisation: an initial secondary-packaging and quality-control facility in Riyadh, expanding to full formulation within three years. Incorporated was engaged to deliver the corporate, industrial and regulatory foundation — everything short of the plant engineering itself.

Three regulatory tracks, one programme

Incorporated structured the engagement as three parallel tracks — corporate, industrial and pharmaceutical — with dependencies mapped so no track waited unnecessarily on another.

Track 1 — Corporate: MISA Industrial Licence & CR

Incorporated secured a MISA industrial licence for the 100% foreign-owned subsidiary, with activity codes spanning pharmaceutical manufacturing, packaging and wholesale distribution. CR issuance, Chamber registration, ZATCA, GOSI and HRSD activation followed the standard incorporation sequence, with the general manager's visa and Iqama processed so a resident authorised signatory was in place for the industrial applications.

Track 2 — Industrial: Ministry of Industry, MODON & Utilities

In parallel, Incorporated obtained the industrial licence from the Ministry of Industry and Mineral Resources and coordinated the allocation of a pre-built pharmaceutical-grade facility in Riyadh's Second Industrial City through MODON. Environmental permitting through the National Center for Environmental Compliance, Civil Defense fire-safety certification and utility connections were sequenced against the client's fit-out programme.

Track 3 — Pharmaceutical: SFDA Licensing & GMP

Incorporated coordinated the SFDA establishment licensing pathway: facility registration, appointment of the qualified pharmacist-in-charge, and preparation for the GMP inspection covering the packaging and QC laboratory scope. Product registration dossiers for the first tranche of transferred products were sequenced so marketing authorisation variations landed as the facility came online.

Ongoing — Workforce, Incentives & Expansion

Incorporated built the entity's Saudization plan around SFDA's pharmacist localisation requirements, processed visas for the technical transfer team, and prepared the group's applications for localisation incentives and NUPCO local-content classification. The phase-two formulation expansion is now in planning under the same structure.

Why the engagement succeeded
