Overview
NEOM is a planned region in the northwest of Saudi Arabia, developed by the NEOM Company (owned by the Public Investment Fund, PIF). It has its own legal and regulatory framework under Saudi law. Investors and businesses can set up entities in NEOM, benefit from incentives, and participate in construction, technology, tourism, and other sectors. Operating in NEOM does not replace all Saudi obligations — labour, customs, and certain taxes may still apply. See MISA and employment.
NEOM and Its Zones
NEOM comprises multiple zones and projects (e.g. THE LINE, Oxagon, Trojena, Sindalah). Each may have specific focus sectors (e.g. advanced manufacturing, tourism, tech). Company setup and licensing are typically handled through the NEOM authority or the relevant zone. Company Setup in NEOM
To do business in NEOM you typically need to register or establish an entity under NEOM’s framework. NEOM may offer streamlined incorporation, foreign ownership, and licensing compared with the rest of the Kingdom. Requirements and forms are published by the NEOM Company or the zone. Incentives and Regulations
NEOM offers incentives such as tax benefits (e.g. corporate tax relief or reduced rates for qualifying entities), customs advantages, and a regulatory environment tailored to the zone. Regulations may differ from the rest of Saudi Arabia in areas like labour, data, and commercial law. Always confirm the current NEOM law and regulations — they are updated as the project evolves. Contracting and Procurement
Contractors and suppliers participate in NEOM through the NEOM Company’s procurement and tender processes. Prequalification or registration may be required. Construction work may still require Saudi contractor classification for certain packages; check NEOM’s procurement rules. See construction license and contract law. Tax and Visas
NEOM entities may be subject to corporate tax and VAT under rules that can differ from the rest of the Kingdom. Confirm with NEOM and ZATCA how tax applies to your structure.
