PR categories
Special talent
Based on professional expertise in a qualifying sector. Often the most discussed route. Iqama title should reflect the qualifying specialty.
Commonly cited approved sectors: 5G / telecoms, cloud, AI/ML, big data, civil/transport engineering, healthcare, urban development, tourism infrastructure.
Executive
Senior corporate route: typically C-level or reporting directly to CEO — reflected on the Iqama, not only the contract. Only certain whitelisted organisations are supported.
Gifted talent
Athletes, artists, and culturally notable individuals. Criteria are often more bespoke than Special Talent.
Entrepreneur / investment
Investment thresholds are published by the programme (e.g. regular investment vs trading company paid-up capital). Entrepreneur route typically needs an active MISA-registered entrepreneur licence. Smaller entities may face scrutiny unless Vision 2030 alignment is strong.
Property investment
Purchasing qualifying KSA property (commonly cited around SAR 4 million) can support an investment-based PR pathway — useful if employment circumstances change. Verify current thresholds on the official portal.
Eligibility criteria
| Requirement | Detail | Status |
|---|---|---|
| Whitelist employer | Sponsoring company must appear on the official PR whitelist (portal dropdown / pr.gov.sa product pages). | Mandatory |
| Not in probation | Employer endorsement typically requires the employee not to be in probation — often 3–6 months before applying. | Mandatory |
| Not in notice | Applicant should not have resigned or be serving notice; endorsement declarations reflect this. | Mandatory |
| Iqama title match | Special Talent: Iqama + endorsement alignment. Executive: C-level seniority visible on Iqama. HR can often align Qiwa title quickly. | Critical |
| Qiwa contract | Job title on Qiwa should align with category and endorsement. | Critical |
| Bank statements | At least ~3 months of Saudi salary credits is commonly recommended. | Recommended |
| Valid Iqama | Keep substantial validity (often cited >60 days). Renew before applying if needed; Iqama number usually unchanged. | Important |
| Executive salary | High salary alone is not enough — registered executive seniority on Iqama is typically required. | Executive |
Documents checklist
Key insight
Get it right before first submission. Each return for missing or corrected documents can reset review clocks; repeated cycles often extend cases by many months.
Identity & status
- Iqama copy (often >60 days validity; Absher screenshot may be accepted)
- Passport (all pages; valid)
- GOSI wage certificate — print fresh (short validity from print date)
Proof of address
- Absher: Services → General Services → National Address (often most reliable)
- Tawakalna: address confirmation screenshot
- Saudi National Post app: address certificate
Watch out
Address on an employment contract alone is commonly rejected even if the address is visible. Use Absher, Tawakalna, or National Post channels.
Employer & endorsement
- Employer endorsement PDF from portal — completed, digitally stamped and signed on both pages
- Company reference form (employer completion)
- GOSI company certificate if requested
- Qiwa contract with matching job title
Qualifications
- Degree — attested route is safest (Cultural Bureau / apostille / QVP as applicable)
- Mosadaqa certificate
- Professional registration (e.g. SCE for engineers)
- Optional: certifications, awards
Work history
- Experience letters for prior employers (full history)
- Alternatives if letters missing: payslips, tax docs, bank salary credits, colleague references
- Career history section = previous employers; current job sits under work contract fields
Miscellaneous
- Social: X/Twitter often mandatory — create account and screenshot if none; some reviewers accept “N/A”
- Bank statements (≥3 months commonly recommended)
- Criminal record: typically verified at original Iqama stage, not always re-requested at PR
Portal tips
- • If PDF upload fails, try JPEG/PNG (Mac users sometimes report glitches — Windows browser can help)
- • Compress files — server-side limits apply
- • Try off-peak hours for portal stability
- • Re-print GOSI / professional certs close to submission — validity dates matter
Application process
Eligibility & category
Run the official points simulator; confirm whitelist employer in the portal; align Iqama title before you file.
Pre-submission prep
Full document pack; Qiwa title matches endorsement; stamped endorsement both pages; address from Absher/Tawakalna/National Post.
Portal submission
pr.gov.sa account; personal + family data; uploads across sections; career history = prior jobs only; social fields completed.
Initial review
Status may show submitted / invitation received; silence early on is common. Official review periods are often quoted in working days — confirm current SLA on portal.
Follow-up (from ~week 4)
Call helpdesk +966 920000007 from your Saudi number; request an open escalation ticket for substantive callback.
Returns & resubmission
Returns reset clocks — respond fast and completely. In-person appointments at the PR centre sometimes unblock cases that stalled remotely.
Approval & fees
Pay issuance fees in portal; Absher often updates quickly; digital PR appears on Absher (desktop refresh sometimes faster).
Post-issuance
Manage exit/re-entry legacy visas; carry digital card; physical cards dispatched; dependents convert per rules below.
Common failures & rejections
Job title mismatch
Iqama, Qiwa, and endorsement must align; Executive needs C-suite consistency. Fix Qiwa first with HR.
Weak endorsement
Single-page stamp, missing signature, or “thin” letter. Both pages stamped digitally is the norm.
Wrong sector / SSCO
Over-broad codes trigger change requests — pick the tightest defensible match.
Degree vs role
Academic profile should obviously support the claimed category.
Verification delays
Dataflow / QVP re-verification can add many months even when degree was attested for Iqama.
Address proof
Contract address alone — rejected. Use Absher / Tawakalna / National Post.
Timeline & SLAs
| Milestone | Typical range | Notes |
|---|---|---|
| Official SLA (working days) | Often cited ~90 working days | Resets on returns for new/corrected documents |
| Total duration | Months — varies widely | Clean files vs multiple returns / verification |
| First query | Weeks from submission | Sometimes very early for simple fixes |
| Degree verification | Weeks to many months | Largest delay driver in some files |
| Fee payment | Same day when instructed | Meet any portal deadline; Absher sync usually fast |
| Physical card | Days after issuance | Digital card usable meanwhile |
Escalation tactics
Practical pattern
Generic helpdesk scripts may add little value. Applicants often report better outcomes after requesting an open escalation ticket and a reviewing officer callback.
- +966 920000007 — call from your Saudi mobile; officers can view live status.
- After sustained silence, insist on escalation ticket and keep it open until substance is resolved.
- Email from the address registered on the application — work aliases may bounce or be ignored.
- Face-to-face appointments — often unblock “stuck” files quickly.
- Treat vague reassurances as neutral — push for concrete next steps.
Post-approval steps
- Pay issuance fees in portal (tiered by salary bracket where applicable)
- Refresh Absher — PR status and digital card often appear within hours
- Digital PR iqama typically ~5-year horizon from issuance
- Cancel legacy exit/re-entry to avoid edge-case fines
- Dependents with iqama: status may convert automatically
- Dependents without iqama: enter on visit/family visa and convert in-Kingdom
- Save family digital cards on phone — border checks may request
- Airport queues: PR holders often use Saudi/diplomat lanes (confirm locally)
Dependents
| Type | Process | Notes |
|---|---|---|
| Spouse & children | Include in application; existing iqamas may auto-convert on main holder issuance. | Many applicants stage parents later to keep file clean. |
| Parents | Add in original file or post-approval via portal; no-iqama parents enter on visit/family visa then convert. | Birth-link docs attested per country rules; apostille path where applicable. |
| Newborn in KSA | Birth cert → passport → iqama workflow; PR self-service portal for some steps. | HR may not drive process same as sponsored employee. |
| Newborn abroad | Coordinate with PR team once passport exists. | Confirm current process on official channels. |
Health insurance
- Main holder: employer cover often continues similarly to iqama — confirm with HR.
- Spouse & children: usually on company policy — confirm limits.
- Parents: often purchased via PR portal insurance flow or extended via employer insurer with premium paid by applicant.
- Portal may block fee payment until compliant insurance is on file.
Benefits
Movement
No exit/re-entry for holder/dependents in many setups; less employer visa friction.
Dependent levy
Haqqul Isama charges may no longer apply — material savings for larger families.
Property
Freehold residential ownership rights for PR holders (subject to project/zone rules).
Vehicles
Personal import routes may be more flexible than standard iqama (duties via ZATCA tools).
Business
Own and operate businesses under programme rules.
Capital markets
Direct Tadawul access without legacy expat caps (verify current regulations).
Nitaqat
Widely reported PR exemption from quota headcount — seek written employer/regulatory confirmation.
Parent sponsorship
Sponsor parents as dependents — not available on standard iqama paths.
Risks & limitations
Employment tie
Community reports (disputed) suggest job moves may require the new employer to be PR-whitelisted; moving to a non-listed firm might force exit/re-entry on standard iqama and loss of PR. Treat as a planning risk until you have written clarity.
- Employment dependency: not a “golden visa” with indefinite unemployment — grace periods apply if job ends.
- Opaque decisions: identical packets sometimes succeed on retry — process is not fully transparent.
- Banking glitches: transient flags during iqama→PR transition reported — usually clear quickly.
- HR friction: endorsement fear / unfamiliarity is common — escalate internally early.
- Tax: cross-border income + ZATCA questions need professional advice.
Property & investment
- PIF-backed developers (e.g. ROSHN) have marketed PR-specific onboarding and on-site financing — validate offers case by case.
- SAR 4M+ property route as potential safety net vs pure employment PR.
- Bank finance: SNB, SAB, Al Rajhi and others offer products — eligibility varies; confirm PR acceptance with relationship manager.
- Market commentary (foreign buyer access, Medina freehold timelines) changes fast — verify with lawyers and developers.
Scoring (Special Talent)
Internal weighting is not fully published. Common themes from applicant experience:
High weight
Vision 2030 sector fit; deep tech / infra roles; senior impact in whitelisted institutions; English proficiency (contrast with citizenship Arabic weighting).
Supporting
Strong degrees, tenure, publications/patents, professional memberships, coherent CV arc.
