Why Use a Third-Party Service Provider?
The Saudi Premium Residency Centre (PRC) accepts applications directly via pr.gov.sa. Legal Framework
Saudi Premium Residency is a statutory programme created by royal decree. Understanding its legal foundation helps applicants know their rights, anticipate what triggers revocation, and understand why the programme's terms can change at short notice.
May 2019
Royal Decree No. M/106 — Programme Launch
The Council of Ministers approved the Premium Residency system on 14 May 2019 and Royal Decree M/106 was issued the following day. The decree established the legal basis for both permanent and fixed-term premium residency categories and created the Premium Residency Centre (PRC) as the governing authority under the Ministry of Interior.
2019–2023
Initial Rollout — Two Core Categories
The programme launched with Permanent and Annual (Limited Duration) residency. Take-up was modest in the first years as awareness and guidance were limited. The PRC refined its online portal and eligibility assessment processes during this period.
January 2024
Royal Decree No. M/84 — Expanded Categories
Published in the Official Gazette (Umm al-Qura) on 12 January 2024. Key amendments included: removal of the minimum age requirement of 21 years for certain specialised categories; formal introduction of the Special Talent, Gifted Talent, Entrepreneur, and Real Estate Owner routes; and codification of the investment-based pathway. More than 8,000 permits were issued in 2024 alone following these reforms.
Current Position (2026)
Seven Routes Active
The programme now operates under seven distinct routes (see below). The law consists of 14 articles. The supervisory committee retains authority to impose additional eligibility conditions as deemed necessary, meaning published requirements should be treated as a floor, not a ceiling.

Governing Body
The Premium Residency Centre (PRC) — operating under the Ministry of Interior — is the sole authority for assessing, approving, and revoking Premium Residency. All applications must be submitted through pr.gov.sa.
Sponsor-Free Status
Premium Residency holders are explicitly exempt from the kafala (sponsorship) system. They may work for any private-sector employer, change jobs without consent, own businesses, and hold real estate without a Saudi co-owner or guarantor.
Revocation Triggers
Residency may be revoked for: criminal convictions with imprisonment exceeding 60 days; fines exceeding SAR 100,000; issuance of a deportation order; submission of false information; voluntary relinquishment; death; or loss of legal capacity.
Path to Nationality
Saudi citizenship is not automatically conferred by Premium Residency. The King retains personal discretion to grant nationality to holders who provide exceptional service to the Kingdom. Long-term permanent residents may be considered on a case-by-case basis.
Family Inclusion
PR holders may sponsor spouses, dependent children under 25, parents, and dependants with special needs. Sponsored family members receive the same residency rights as the primary holder. No additional PR fees are levied for dependants.
Supervisory Committee Authority
A ministerially-appointed supervisory committee may impose additional conditions beyond those published — including sector-specific requirements or enhanced due diligence — without advance public notice.

Can I apply from outside Saudi Arabia?
Yes. The online application on pr.gov.sa can be submitted from anywhere in the world. You will need to visit Saudi Arabia for biometric registration after conditional approval is granted — this requires entering on a valid visa (business or visit).
Is there a refund if my application is rejected?
The processing fee (approximately SAR 650) is non-refundable regardless of outcome. The main residency fee — SAR 800,000 or SAR 100,000 — is only payable after conditional approval is granted, so a rejection at the review stage does not cost you the residency fee. This is why document quality and route selection matter so much before submission.
How long does the review take?
PRC reviews typically take 4–12 weeks from submission of a complete application. The full timeline from application to PR card in hand is approximately 3–5 months. Incomplete document packages and PRC requests for additional information are the most common causes of delay.
Can my spouse and children work in Saudi Arabia?
Yes. Dependants registered under a Premium Resident's PR have the right to work in Saudi Arabia without obtaining their own separate work visa. They can register independently on Qiwa once employed by a Saudi-registered company.
Which route is best for an investor?
It depends on your capital and objectives. Investors with SAR 800,000 available as a direct residency fee, who do not want to create employment, typically choose Permanent PR — the simplest and cleanest route. Investors deploying SAR 7M+ into a Saudi entity who will create jobs are better served by the Investor Route, which leads to permanent residency and aligns with MISA designations. The Entrepreneur route suits founders at earlier stages.
Can Premium Residency be revoked?
Yes. Revocation triggers under the law include: criminal conviction with imprisonment exceeding 60 days; fines exceeding SAR 100,000; a deportation order; submission of false information in the original application; violation of residency regulations; voluntary relinquishment; or death. Permanent PR does not confer immunity from revocation.
Does Premium Residency lead to Saudi citizenship?
