Saudi Arabia offers several entry and residence channels: visa (entry permit), Iqama (residence permit), and work permit (tashgheel) are three separate instruments. This guide covers all main categories and a decision table. For sponsoring staff, see employee sponsorship; for dependants, family visa; for exit and re-entry, exit re-entry; for cancellation, visa cancellation. Saudi entity setup: company setup and GRO; for investors, MISA guide. EOR and travel policies should align with the correct visa type.
Overview: Visa vs Iqama vs Work Permit
Visa = entry permit (e.g. business visit, work visa, tourist). Iqama = residence permit issued after entry, allowing stay and (for work Iqama) employment under a sponsor. Work permit (tashgheel) = HRSD/Muqeem authorisation for a specific job with a specific employer. For employment: the employer obtains a visa quota, the employee gets a work visa, enters Saudi Arabia, and then receives Iqama and work permit. Business visit and tourist visas do not allow work; performing work on them is illegal. See our Saudi labor law guide, family visa rules, and exit re-entry visas.
Business Visit Visa
Typically 90 days (single or multiple entry, depending on invitation). Permitted: meetings, negotiations, conferences, site visits, training. Not permitted: performing productive work, managing local staff, signing as signatory on local contracts, or any activity that would normally require a work permit. Violations are treated as illegal working. Invitation is usually from a Saudi entity (e.g. MISA-licensed company or government).
Work Visa & Iqama System
For employed expatriates. Flow: employer has Nitaqat quota → applies for work permit (tashgheel) → employee applies for work visa at Saudi embassy → entry → Iqama issuance (residence permit linked to sponsor). Iqama is renewed annually. Full process: how to sponsor your first employee. Kafala (sponsorship) ties the employee to the employer; post-2021 reforms allow job mobility after 1 year without employer approval for exit/re-entry.
Investor Iqama
For owners of MISA-licensed entities. The investor (and sometimes designated managers) can obtain an investor Iqama linked to the company, enabling residence and management of the investment. Requirements and duration follow MISA and Jawazat rules. Distinct from Premium Residency (below).
Tourist E-Visa
Available to 49+ nationalities (list on Ministry of Tourism / visa portal). Applied online; short-term stay for tourism. Does not permit work or business activity beyond tourism. Validity and duration are set by the scheme.
GCC Nationals
GCC nationals do not need a visa to enter Saudi Arabia for visit or work. They use their GCC national ID. For employment they may still need to be registered with the employer for GOSI and labor law purposes; check Saudi and HRSD guidance for current rules.
Visa on Arrival
Eligibility is extended to a list of nationalities (UK, US, EU, and others — check current list). Allows short-term visit; does not permit work. Apply at the port of entry; fee and validity as per scheme.
Choosing the Right Visa: Decision Table
