Buy a UAE SIM card
Get a local mobile number from a licensed UAE operator as soon as your visa and Emirates ID are in progress. Every government app verifies you with a one-time password sent by SMS, so without a UAE number you cannot complete any of the steps below. Keep this number stable, as it becomes tied to your official accounts.
Register on UAE Pass
UAE Pass is the national digital identity and the single sign-on for UAE government services. Create your account, then use it to log in everywhere else. Sign up and download the app:
Verify UAE Pass at a kiosk
A new UAE Pass account starts as basic. To use it for the full range of transactions and digital signatures, upgrade it to verified status with your Emirates ID. You can do this in the app or at a UAE Pass kiosk. Kiosks are located across malls, service centres and government offices:
Install the ICP (UAEICP) app
The UAEICP app belongs to the Federal Authority for Identity, Citizenship, Customs and Port Security. It handles everything tied to your identity and residency at the federal level: checking visa status, applying for or renewing your Emirates ID, entry permits, and residency services. This is the app you return to whenever something concerns your visa. You log in with UAE Pass.
Install Dubai Now
Dubai Now is the emirate's unified services app, run by Digital Dubai. If you live in Dubai, it brings your day-to-day admin into one place: utility bills, traffic fines, Salik toll top-ups, transport cards, and many other city services. It also logs in through UAE Pass and pulls your official data automatically.

How they access your data and integrate with government systems
UAE Pass is the trust anchor. When you log in to ICP or Dubai Now with UAE Pass, the app receives a verified confirmation of who you are, so it can securely pull your official records, your visa, Emirates ID, vehicles, licences, bills, without you re-entering anything. That is why the order matters. UAE Pass has to exist and be verified before the other apps can show your real data.
The split between them follows the UAE's structure. Identity and residency are federal, so they live in the ICP app and apply nationwide. Everyday city services are managed by each emirate, so in Dubai they sit in Dubai Now. Both draw on the same verified identity, which is what makes the experience feel like one system rather than three.
